The short answer
Turn the frame over first. A flat back with no hardware goes on picture hanging strips, which publish 15 lb for a large set and 20 lb for XL. A sawtooth, D-ring or wire back cannot use strips at all and needs a universal picture hanger, which publishes 5 lb. And if the frame is heavier than any of that, or the wall is one adhesive is not specified for, a ledge holds it without hanging it.
Almost every guide to this starts with weight. Weight is the second question. The first is what the manufacturer of your frame put on the back of it, because that determines which products are even mechanically possible -- and it is the reason people end up with a bag of strips that will not attach to anything.

Strips: the highest figure, the narrowest fit
Picture hanging strips are two interlocking halves -- one on the wall, one on the frame -- that press together and hold the frame flat. That flatness is where the 15 and 20 lb figures come from: the object cannot swing, so the adhesive is never asked to resist a peeling force at the top edge.
The catch is that the frame back has to be flat and clean for the strip to bond to. A sawtooth hanger, a D-ring or a stapled-on wire all sit proud of the back, and there is nothing flat for the frame-side strip to grip. People try to work around this by removing the hardware, which sometimes works and sometimes leaves screw holes in a frame that was not designed to lose them.

The universal hanger: for frames you cannot stick to
This is the product most people do not know exists, and it is the answer to the sawtooth problem. It is a small metal hook on an adhesive base, published at 5 lb, with separate stabilizer strips for the bottom corners. The frame hangs on the hook the way it would on a nail, and the stabilizers stop it drifting crooked every time somebody shuts a door.
Five pounds is a quarter of what a set of XL strips publishes, and that is the honest trade: you buy compatibility with the frame you own at the cost of capacity. Its listed surfaces are wider than most -- painted walls, smooth ceilings, finished wood, glass, tile and metal -- which makes it the flexible option in more ways than one.
A plain hook: only if the frame has a wire
A wire-backed frame on an adhesive utility hook is the highest-capacity route on this page, because the hooks go to 7.5 lb and 15 lb where the hanger stops at 5. It is also the least stable: a wire sitting in a hook is free to slide, so the frame will go crooked and keep going crooked. Fine for a poster in a lightweight frame you straighten occasionally; wrong for a heavy mirror at eye height.

The ledge: the option that does not hang anything
A picture ledge publishes 5 lb and holds frames by leaning them against the wall rather than fixing them to it. It is the only method here that lets you change the arrangement without touching adhesive again, and the only one that takes a frame with any back at all -- including canvases, unframed prints and things that were never designed to be hung.
For a gallery wall in a rental this is often the correct answer and it rarely gets suggested, because it is one adhesive mount instead of eight. The ledge and shelf loads across the category are in how much weight a no-drill shelf really holds.
Hanging a group of them
Two things change when there is more than one frame. First, the arrangement matters more than the individual placement, and adhesive gives you one attempt -- so lay the whole group out on the floor first and cut paper templates for the wall before anything is peeled. Second, the total adhesive on the wall goes up, and every one of those mounts is a removal event at move-out.
That is the argument for the ledge, and it is also the argument for keeping the group small. On a textured or papered wall, where adhesive is not specified at all, the ledge is not just the better option -- it is the only one on this page that a freestanding alternative can replace.
The verdict, by what is on the back
Flat back, under 15 lb: large picture hanging strips. Flat back, up to 20 lb: the XL set. Sawtooth, D-ring or wire, under 5 lb: the universal hanger with its stabilizer strips. Wire, over 5 lb, and you can live with it drifting: an adhesive hook rated above the frame's weight. Anything on a wall adhesive is not specified for, or a group you expect to rearrange: a ledge.
Whichever you pick, the wall matters more than the product. Cured paint, smooth surface, nothing patched underneath -- and the removal planned before it is needed rather than after.
