There is one question behind every spice rack purchase, and it is not about tiers or bamboo or whether it is stepped. It is: will my spices fit on it?
Which makes this category quietly frustrating, because most makers answer a different question. They publish a footprint -- 15 by 9 by 3 inches -- and leave you standing in your kitchen trying to work out how many supermarket jars fit along fifteen inches of shelf. Two products on this page publish an actual count. The rest do not.
YouCopia publishes 24 bottles. Kamenstein publishes 20 jars. Those two numbers are worth more than every dimension on this page combined, because they are the only ones you can hold your own spice cupboard up against.
What this page is, and what it is not
This is about one specific problem: a collection of twenty-odd small, identical, mostly invisible bottles. That is a different problem from using the dead vertical space in a cabinet, which is what kitchen cabinet organizers covers with risers, under-shelf baskets and pull-out racks. Spices need identification as much as storage -- you are not just fitting them somewhere, you are trying to find the cumin in under ten seconds.
Everything here stands on a shelf or a counter. Nothing screws into a rented cabinet, which rules out most of the pull-out spice drawers sold in this category.

How these are ranked
Published capacity first, in bottles or jars, because that is the question being asked. Then access -- whether the rack actually retrieves a spice or merely stacks it, which is the difference between a pull-down drawer and three static tiers. Then fit information, meaning whether the listing tells you enough to know it will go in your cabinet. Then reversibility, which is near-total across this page, and price. The full method is here. The tier depth nobody publishes
If you are buying a stepped rack rather than a drawer, there is a second figure that decides everything and only Copco prints it: each tier is about 2.75 inches deep.
That is the ledge your jars have to stand on. A standard supermarket spice jar is comfortable there. A tall slim grinder, a square bottle, or anything with a wide base is not -- it either overhangs the front edge or will not sit level, and a rack of jars that are nearly tipping is worse than no rack.
Measure the base of your largest spice jar before buying any stepped rack. The width of the rack tells you how many fit side by side; the depth of the tier tells you whether any of them fit at all, and four of the five products here leave that second number out.
The only published weights in the category are low
Yamazaki is the one maker here that publishes load figures, and they are a useful corrective: 2.2 lb for the spice shelf, 6.6 lb for the larger compartments, 8.8 oz per hook.
Two point two pounds is roughly four full glass spice jars. On a steel rack from a brand that prices at the top of this category. That is not a criticism of Yamazaki -- it is the only maker honest enough to put a number on it -- but it should recalibrate what you expect from the plastic racks that publish nothing. A tiered rack is a visibility device, not a load-bearing shelf, and if you are stacking heavy jars of bulk spices you are outside what any of these were designed for.
Cabinet or counter: pick your scarcity
Every rented kitchen is short of one of two things, and the honest answer depends on which.
Short of cabinet space, with counter to spare. The revolving countertop rack wins, and the figure to hold onto is that 20 jars occupy a 7.18 inch square. Nothing else here comes close to that density, because a carousel puts every jar on the outside edge where you can reach it.
Short of counter space, with a deep cabinet. The pull-down drawer, every time. A deep cabinet is where spices go to be forgotten, and the whole point of the SpiceStack mechanism is bringing the back row to the front. Check the 8.3 inch height against your shelf first.
Short of both. The 3 inch tall stepped rack is the one that fits almost anywhere, and at the price it is a reasonable first attempt even if you later replace it.
What we would skip
Any rack that publishes neither a capacity nor a tier depth. Two products on this page are in that position and both rank lower for it. You are buying a box of unknown fit for an inventory you already own.

A prefilled rack if you already own spices. You end up with twenty new jars and the old collection still in the cupboard, which is the opposite of organizing.

Only two makers here publish the figure: YouCopia states 24 bottles for the SpiceStack, and Kamenstein states 20 jars for its revolving rack. The others publish dimensions only, which means counting your own jars against the stated width. A standard supermarket spice jar is roughly 2 inches across, so a 15 inch tier holds about seven per row.
What size spice rack do I need for my cabinet?
Check two figures, not one. The overall height has to clear your cabinet shelf -- the pull-down rack here is 8.3 in tall and the stepped racks are 3 to 4 in. The second is tier depth: Copco publishes about 2.75 in per shelf, which is the ledge your jars actually stand on, and it is the figure most makers leave out.
Can you put a spice rack in a rented kitchen without drilling?
